However, I'm pretty certain that we are under no contractual obligation to test! Testing is an extra job that we choose to take on VOLUNTARILY. It is true that there is a certain "social contract" at work; schools are expected to provide a number of testers equivalent to the number of testers that they need. We have always cooperated with this in the past. However, we are doing this from a sense of good will. We are paid for the one or two days of testing we do, but let's face it - we're not doing it for the money (which never comes to much). If we didn't feel a moral obligation to take part in testing so that there will be enough testers for all the students, then many of us would probably prefer not to spend a free day testing. Furthermore, despite the fact that schools are expected to provide testers, this is again a moral obligation - not a legal one. If I were to refuse to test this year, MOE would still have to provide the required number of testers for my school - and for that matter, for the schools where they wanted me to test. So I don't think there is any problem with ascertaining in advance if students will be coming in with projects and refusing to test at a school where I would be required to follow the ministry's directive to flunk students who do not have projects due to teachers sanctions. Anyway, I'm drafting a letter in Hebrew to the ministry. It still is not too late for them to change the directive.
