The idea is to ask what HOTS the student will use to answer the question - in other words, look at the challenge and decide which tool is the best for solving the problem ( answering the question) . In the answer you (the teacher) should see that the skill was actually used to answer the specific question you asked. The definition your student gave is the definition they learn in a Hebrew literature course for metaphor. It is not the definition of making connections. I wouldn't give that any points.
