What we do is very simple-we make our own materials.  I have
been doing that for years.

I have been teaching in a Hareidi Yeshiva high school where
my hakbatsa bet kids come barely able to read words and
unable to read texts even at the 300 words level! There is
nothing on the market for high school kids at this level, let
alone appropriate for a yeshiva.  So I developed two booklets
that teach them to read independently and build their self
confidence which is usually lacking.  These kids don't get
much in terms of secular studies-only 4 hours (classes) a day
and English is not a priority.  They usually get 4 hours a
week in tet and yud and 3 hours in ya and yb, with no time
for homework.  In the end I get most of them to 3 points and
occasionally a kids works hard enough to go to hakbatsa alef
to do 4 or 5 points. Putting that together with my own
computer programs and an occasional movie with English
subtitles we get them through.  Extra work, I grant, but
rewarding when you see the kids make it.  At least my kids
don't have to do HOTS and literature.
