Oh man! Misrad haChinuch should keep the Meitsav (not for comparing
schools, but for motivating the pupils - assuming the meitsav has authentic
replicable validity) and fix the rest of its bureaucracy first!!
The office for recognition of diplomas, etc... is in Jerusalem. You have to
give them the original documents. My experience, from several years ago,
was to fill in a form (and I think there was a fee involved~) and then they
sent out my degrees to an outside source. That outside source eventually
sends you back your diplomas. In my case, my doctorate in education from
Harvard was framed/laminated in a mahogany frame. When they returned it, a
corner of the actually diploma itself was broken off (i.e. the laminating
had come up from the wood). I can't begin to tell you how upset I was...

But that's not the end of it. You are meant to receive (don't remember if
from the outside contractor or from MOE) a "certificate of authentication"
for each diploma. It is this certificate that you need to bring to the
person in your school (usually the secretary) who handles your pay
determination.... Do not lose the certificate. At each new place you may
have to present the certificate(s) again...
