A. It's insulting and I certainly wouldn't agree.
B. It's also meaningless - telling you how many hours a person is in a
building - not whether they are doing work of any value!
C. Isn't it interesting that the Ministry has millions of shekels for this -
but not for the "insignificant" things such as, smaller classes, more hours
for English etc.
