And most of those many so called English speakers don't belong there.
And if you only accepted those who really are on the level, you'd be
left with one or two. It's a status thing - those rich kids who spent
one year abroad (or less?!) - their parents demand it because they're
paying for it.
Maybe nowadays there are more really dovrim - at least at the religious schools.

BTW, what about separate classes for non-readers? At the elementary I
was at, they were mainstreamed - with no tutorials Ministry funded. I
guess at Ofek Hadash schools they're getting help, right?
