Three pointers do not have to do anything HOTS.
The choice whether to do a log or a test is not individual but a
school (or at least shichva) decision. Which also answers another
question: those who've done the log and want to take the test (as a
school decision) can do so - it must be announced formally to the
Piku'ah.
