They do not build one upon the other. Let's teach reading and reading comprehension. Of course, we need to give our pupils a taste of how to tackle unseens for their exams, including Bagrut, but let's teach English and not Bagrut! Slightly veering off this topic but still Bagrut-related.... I was helping a special needs native speaker with his LOG and one of the questions he had to answer was how the HOTS had helped him in understanding problem solving. He was quite frank. "It did not help me at all. I used my own intelligence."
