I went through the same thing with Windows 8 and Office 2013.

You indeed order the Hebrew version of Office and install it.

You then have to purchase the English language pack from Microsoft.
You can do this on the microsoft site. It is a bit of a pain in the
neck because you must first sign up to get a microsoft id and only
then can you order the language pack. You might even have to wait a
day or two between signing up for microsoft id and ordering the
language pack. It isn't expensive... maybe something like 100 shekels.
You can also order by calling Microsoft, but don't bother until you
have a microsoft id because they can't process the order without it.

Make sure to specify English language pack.

After you get the microsoft id and order and pay for the language
pack, you download it and install. You can then use all the office
programs in Hebrew and English (including menus and help) just as in
the previous version of Office.
