[etni] Getting gmul for publishing a book

I now have the correct contacts at The Ministry for getting a gmul for a
published book. I am posting it here incase anyone else needs the
information.
Rachel Shitreet - 02-5604741 (Head of the vaadat Pirsumim. You can also ask
for Anat at the same number. I don't know her position but she was polite
and helpful!
