[etni] Hechzer Schar Limud / Refund of tuition

Does anyone know of the requirements to receive this ? Also, is it given
only for one year of studies
or for a whole degree? I've been trying to reach Agaf Hahishtalmut in order
to get answers but there
has been no one picking up their phone. If anyone knows of a person and
number I could reach, I'd
appreciate it.
