[etni] Hishtalmuyot Ofek Chadash Darga 7-9

I would like to speak to someone who has taken hishtalmuyot for Ofek Chadash 
Darga 7 –9.
Who at Misrad Hachinuch can I speak to to get more information?
Are these courses offered some place in the morning hours?  I can only find 
courses that are offered from 4 – 7 in the afternoon.
Are the courses to go from darga 8 to 9 the same as the courses to go from 
darga 7 –8, or are they different?
Is a teacher allowed to take two courses at two different institutions during 
the same year? Each course is a two year course and is 75 hours per year.
Who can share some advice with me?
