The economics of this situation aren't really relevant to the arguement. If
the post office charges too much for a stamp, does that make forging stamps
right?  What we have done (Pearson Education / Longman ELT) is to adjust the
prices of certain titles that are in demand by local teachers, to make them
more accessible to local pupils. Books that would normally sell for 150-200
shekels (by international prices) are available here for prices ranging from
60 to 110 shekels. In addition, we have always told teachers that if they
want to purchase a book for their pupils and the prices is "unreasonable",
we will adjust the price - if there is a sufficiently large order. 
 
No-one can tell me that the 60-100 shekel cost of a single book over a
year's study is out of the reach of most pupils in this country, when 90% of
the pupils are walking around with cell phones in their pockets, with
MONTHLY bills of hundreds of shekels. It's a question of priorities, and
"why pay for something if I can get it for free" (but illegally). 
 
As a last point - there ARE books that are designed for photocopying. They
are not cheap, but if the school buys a copy and then photocopies from it,
that is legal and reasonable.

3- Xeroxing from textbooks: Richard is right that xeroxing is both illegal 

and unethical. So this poses an even WORSE dilemma than the HOTS issue!! 

Once again I am torn. When I began my career 32 years ago, Netivot had the 

highest number of births per family in all of Israel. While that is no 

longer the case, our pupils do mostly come from large families. Purchasing 

textbooks is exorbitant for everyone, yet when there are 4,5,6 or more 

siblings ALL needing textbooks.... well, you can guess. (This is why at our 

Ulpana teachers must wait several years before altering textbook unless the 

syllabus changes.)
