Nobody does well with failure and doing much more poorly than expected 
is failure..  It affects everyone badly.  And think of the student whose 
best subject is English.  For this student a much lower than expected 
result is a double kick.

Knowing "how" to do an exam can be as important as knowing the subject.  
Just give a native speaker with no experience of the English bagrut an 
exam to do and you will be amazed at the "mistakes" they make.  As well, 
the weaker student can raise their grade by knowing some of the tricks 
of the trade.  (If you write 3 lines when you are given one, that's a 
clue to go back and look again.)
