My point is that the skill being used is identifying problem solving, and not actually problem solving itself. The student doesn't have to solve a problem in order to answer the question, as he does (use the actual skill), for example, with the skill compare and contrast. I think this is confusing when the explicit teaching of this skill is about solving problems and not noticing that someone else is solving a problem.
