The following is a definition for "quango" from "OneLook Dictionary

QUAsi Non-Governmental Organization; an organization that is financed by the
government yet acts independently of the government
I find "OneLook" to be a much better place to search for definitions than
your average dictionary, as it provides results from a large number of
dictionaries, including the most recent words that have entered the
language.
