Last night while watching the news,  I was
 reminded of an episode of "the
Simpsons" in which Homer is called up for jury
 service. When he finds out
that the jury is going to be cloistered in a
 plush hotel with cable TV, room
service and all the works, he decides to make the
 most of it by keeping the
discussion going for as long as possible in what
 is ostensibly an
open-and-shut case.

  I think the quickest solution would be to have them meet in your typical 9th 
grade classroom, sit on the broken/unpadded chairs etc.  The government people 
will give in within minutes/hours tops, while the teachers will find it a piece 
of cake.
