Ostensibly, homework means something was taught in class (presumably the
heavy-duty lesson) and the student is asked to do some form of writing
exercise at home to reinforce what he had learnt. 
More often than not the student struggles with his homework because he
didn't "get it" at school, and then it's up to us private tutors to come up
with a lesson plan that would teach the same learning objective but in a
different way. This means coming up with something creative that takes into
account, and works with, the student's individual leaning and life style. 

When private tutors spend a lot of time preparing customized lessons exactly
for the way a particular student would learn best, then it most certainly is
a heavy-duty lesson and payment should be your full standard fee for
tuition. 

My students come to my house and my fee is 120 NIS for 55 mins.
