[etni] a graduate taking the 4 point bagrut

A graduate who finished high school last year took modules a,b,c,d,
and did a three point oral exam . He is asking me whether he can take E
this winter ( as a graduate ) without a four point project and be entitled
to a four point bagrut.
I believe that if he is considered ( internal) then he would need the 4
point project..
Can anyone help me out here ?
