Subject: EFL regulations
Am I right in suspecting that our EFL regulations are meant to
be an internal secret not to be understood by any outsider who
might turn to ETNI to find out how our system works?
A letter posted today, which was perfectly clear to an insider,
would be totally incomprehensible to an outsider. It contained
no less than six Hebrew words:
chozer, mituam, yoetzet, ivchun, and ivchun rav techumi.
I suppose we have no choice but to use these expressions so
as to understand the complicated regulations now facing English
teachers. I supposse the outsiders don't need to know!
