I would like to bring to your notice a letter that I wrote to the
Head of the Examination Department at the Ministry of Education, with
a cc to my inspector. I assume that there may be other teachers in the
same situation, and if so, we must not remain silent. There is a limit
to exploitation. We must make it clear that we will no longer agree to
be Bagrut examiners at other schools if the rules are not changed.
Only an outcry will make the powers that be understand that the
situation has gone beyond the bounds of acceptability. I encourage
others to do as I have done, and write to Mr. David Halevi:

Re: Non-reimbursement of travel expenses for English oral Bagrut
examiner on 21.12.10
Every year, for the past few decades, as an English teacher who
prepares her students for the Bagrut exam, I am asked to be an
examiner for the English oral examination in another school.
Every year, about two months after the exam, the Ministry of
Education transfers the money to my bank account after deducting all
the necessary components (income tax, National Insurance and health
insurance payments). This time, I discovered that I had not received
reimbursement of my travel expenses. This has never happened to me
before.
When I checked with Itzik from the Marvad, he explained that if the
distance is less than 30 km, the teacher is not entitled to
reimbursement.
The distance from my home in Hoshaya to the Kadoorie School is 24 km.
With the current cost of petrol, am I expected to subsidize the
Ministry of Education? We're talking about more than NIS 30, and I
don't think it appropriate to ask teachers on current education system
salaries to pay their own expenses, even if someone considers them to
be negligible.
I request that you take the necessary steps to ensure reimbursement
of my expenses.
This time, I intend to donate the money to some worthy cause, but I
will be the one to choose the organization.
Failure to reimburse my travel expenses will be a clear indication
that I should refuse to be an examiner next year, unless the Ministry
of Education or the school in question will provide me with
transportation both there and back.

הנדון: אי תשלום הוצאות נסיעה בגין בחינה בע"פ באנגלית ביום 21.12.10
כמדי שנה מזה עשרות שנים, אני, מורה לאנגלית המכינה את תלמידי לבגרות,
מתבקשת לבחון בע"פ באנגלית במוסד אחר.
כל שנה כחודשיים לאחר קיום הבחינה מקפיד משרד החינוך להעביר לחשבוני את
התשלום לאחר ניכוי כל המרכיבים הנחוצים (מס הכנסה, ביטוח לאומי ומס
בריאות). הפעם גיליתי שלא קיבלתי החזר על הוצאות הנסיעה שהיו לי. לא קרה
לי כך מעולם.
בברור שערכתי נאמר לי ע"י איציק מהמרב"ד שהכלל הוא שאם המרחק הוה פחות
מ-30 ק"מ אין המורה זכאי להחזר הוצאות.
המרחק מביתי במצפה הושעיה לביה"ס כדורי הוא 24 ק"מ. במחירי הדלק היום -
האם אני אמורה לסבסד את משרד החינוך? מדובר בהוצאה של מעל 30 ש"ח, ואינני
חושבת שברמת המשכורות הנוכחית של מערכת החינוך יש מקום לבקש ממורה לוותר
על תשלום הוצאותיו, גם אם הן נראות קלות בעיני מאן דהוא.
אני מבקשת לדאוג שאקבל את החזר הוצאותי.
בכוונתי לתרום את הסכום לטובת גוף נזקק כלשהו, אך אני אבחר את הגוף.
אי קבלת תשלום עבור הוצאות נסיעתי תבהיר לי שעלי לסרב לבחון בשנה הבאה,
אלא אם כן יספק לי משרד החינוך/ המוסד שאצלו מתקיים המבחן רכב להסיעני
הלוך ושוב.
