of course there is a system.
ORT has been doing it since the second year of the modules.
.
 A  - 0.5 hr
B - 0.5 hr
C - 1 hr
D - 1 hr
E - 1 hr
F - 1.25 hr
G - 1.25 hr

if you add up the hrs for each level, you get the right amount of hrs.

each module also gets .66% (so a level gets 2%)

i think irgun hamorim said that the MOE was going to start with the
hrs as above, and give more %.
