I voted yes.
There are times when a teacher must have native speaker skills. I wouldn't
demand to see a person's birth certificate, but one should be able to
"pass" for native in terms of speaking, reading, writing and quick
processing in English.
I teach in high school and too many students are oblivious of English
vowels, which are the basis for reading and writing English. One of the
minimal requirements for English teachers should be proper pronunciation.
