[etni] question/poll

Dear all,
After an exhausting experience with the ministry of education, Jerusalem
style, I would like to ask: is it the same in other "snifim" as well? That
is, do they also never ever answer the phones and you have to literally go
to the office? do they always send you to someone else for answers? do you
ever encounter someone who holds All (most?) of the answers?
Today i got an ishur for gmul which I only applied for a couple of weeks
ago, so apparently work can be done swiftly and effectively, so,
I'm asking seriously, we are paying their salaries and I just don't get
it... is it the same everywhere?
