Dear Etniers: The dispensation - ignoring spelling errors - is NOT a level three dispensation - it is a level 1 dispensation. (see the following document... http://www.anglit.net/main/bagrut/winter06/ldhozermancal06.rtf BTW -The level 3 dispensations are oral testing and mituam. These can only be given by the local LD committee upon the recommendation of the school and cannot be given by the school itself. Although the very first chozer on the subject suggested that ignoring spelling errors would be a level three dispensation for 5 pointers, in the end it was NOT listed as a level three dispensation. This might be the source of your yoetzet's mistake. (I refer to Judy Givati's letter). So, the school pedagogical council can decide to give a student "ignore spelling errors" in English provided that it is recommended in the didactic ivchun. (The ivchun recommendation must specifically mention "English" - if it doesn't, the student can go back to whoever did the didactic testing and ask that the tester relate to this point. This may or may not mean some further testing - but the student would not need the full "Ivchum Rav Techumi", which is required for level three dispensations. ) The input of the English teacher is also important!!! I understand that there may be changes in the future regarding English, but that is the way things stand today.
