I have discussed the various aspects of accuracy before. GPS fluctuation is one reason you may hear POIs continue to trigger even when you aren't moving. The GPS signal wavers so as far as it is concerned, the position is changing and information is announced accordingly. In terms of the location accuracy of POIs, this too varies. If it is geocoded based on its address, the location is theoretical. Other times there may be a set-back included and the location is recorded at the actual door. Of course when users are recording points, they don't follow strict rules. The hope is that the volume of recordings through Foursquare helps to even out user variations. I don't think user recorded points are any more or less reliable than commercially recorded ones and they can definitely be better. Even when you record a point right at your doorway, its position may seem to shift depending on the accuracy of GPS when you recorded it and the accuracy when you play it back. Given all these factors, it is amazing that locations are as good as they are.
