I have it. Hopefully, my wife will get it so we can try it out. I can see implications such as finding people at events like CSUN or the blind organization conventions. Off hand, I can't imagine implications for the sighted public. Just search for "PeopleFinder" all one word and you should find it, there is another app with the same name that is 99 cents. Ours is PeopleFinder Lite and is free. If you don't find it try again in an hour or two, it does take some time to propagate to all of the iTunes servers. If you are at the ACB conference please download and try to use it to find others with the app running. It doesn't work in the background so you must have it running in order to find others and either ping them or call them if they put their phone # in their settings.
