Admitedly, that's a major disadvantage. Of course part of this is Apple's fault. They do not allow third party developers to use the built in voices that are already on the device, this is one way Android is much more flexible. With nearby explorer, you can turn off the screen and the device will continuously provide you new information.

I can't speak for Sendero about Android, but I can answer your second question. The app relies on Voiceover, so no, updates are not spoken if the app is in the background or your device is locked.
