This happens if you are inside and your device sees wifi's that are by
someone who has moved to new address near you and his wifi location in
Google's and Skyhook's (etc. providers for wifi location information) is
still at old address. So, some day in history, a car (of Google, Skyhook
etc.) drove by and saw that wifi in different address. They have sold their
data to Apple who uses that to get your location when your device sees that
wifi.

Maybe you could try if it's this by turning off wifi and then trying again.

This has happened to me in train, where they provide wifi access. Wifi of
that train was recorded to be in one station but it caused your device to
think you are always on that station, if you didn't have GPS signal.
