I believe so, provided you have a cellular iPad or mobile hotspot. The app requires a constant data connection, not just for GPS but also for map content as no content is cached on the device. So, if you have an external receiver, as you indicated you do, then you just need a way of having a constant connection. This could be through a cellular-enabled iPad, or through a mobile hotspot of some kind or other.
