Hi Mary, There were technical reasons why we chose them, the main one is that is who MapQuest uses. As far having NavTeq Maps on our other products, I am not sure we want to do that yet since the POI content of TomTom is a lot better it seems, but maybe we don't have access to all of NavTeq's POIs. There are also technical issues with how NavTeq divides up there maps by regions instead of by state which could cause major havoc with how we handle address lookups, and how we distribute the maps.
