ping means these servers are reachable. However, this does not guarantee
that DNS service is available/reachable on that IP. Reliable method is
to invoke digg/nslookup and see if google.com gets resolved.
In my experience, both BSNL and VSNL/TATA DNS service is very patchy.
I'd recommend you change the DNS Server IPs of OpenDNS or any other such
provider.
