[Ilugc] FossConf 2009 Prize

ILUGC will sponsor 3 Prizes in FossConf 2009. Total amount is Rs 3K.  
Prize money goes only to student candidates. Prize categories are Best
Talk, Best Project (Code must be avail in Internet otherwise No) and
Best Demo Stall.
