Yes. Expression Engine a commercial CMS is based on CodeIgniter.

There is a trade-off here, you can avoid re-inventing wheel with framework
but you need to spend time on learning.
Unfortunately no framework provides everything that you would need for your
project.
What are the
advantages and disadvantages?.
You need to get your hands dirty to realize this.
