To the best of my knowledge, CDN delivery is used by the *content*
provider and not the consumer.
It's not clear that OP's company owns the e-learning content. If yes,
then they should host the content "locally" at all their locations,
maybe cheaper than CDN which would still consume internet b/w on the
last mile for *all* their users.
However, I'm guessing they subscribe to the content and they are
interested in caching it locally to save internet b/w usage. In my
mind, it raises questions whether the content provider allows it in
the first place (licensing terms). I suggest, clear this aspect
*before* diving into any solution FOSS or otherwise.
