Hi guys,
I reinstalled postgres and Drupal from scratch, and when tried do the
database configuration, it threw the same error. When I modified the
url slightly to http://localhost/drupal/install.php, it started
installing. I don't know it makes any sense, but that's what i did and
it started working.I got the drupal installed now and I am now trying
to figure out how to make a webpage out of it.

Did you check if the 'access table is present in the database.?
Sure the database install script ran without errors?
