Yes I agree that IITM has been doing work and releasing stuff on public
domain, but apart from personal stuff of people in it, it will be better if
an institution that runs from money paid by us puts everything on public
domain. We own it and we don't have access to all the knowledge it
generates.
There should be a system so that any work done by public funded institutes
is accessible to all for free by default rather than we who paid for it
running behind them to get access. I am seeing the problem from macroscopic
view. Nothing else.

kept running on IIT-M server for many years (since 1998).
Also, IIT-Bombay has developed and contributed to FOSS tools as part of the
FOSSEE project.
