I found out :)
Method I (GUI-based):
By default, UTF-8 support is enabled. So, we only need
to know how to input the characters. There aren't any
keyboard layouts for Latin characters.
Under Keyboard Preferences, you can set a Composite
key (for example, RightAlt key). So, to input Latin
characters, you can press,
<Composite key> + ' + e = ??
Method II (command-line):
In your /etc/X11/XF8config or /etc/X11/xorg.conf you
can set this composite key (say to your right winblow$
key) under Section "Keyboard"
Option "XkbOptions" "compose:rwin"
and restart X server.
