[Ilugc] License of Text books of Tamil Nadu School Books

Hello,
The books are only in PDF format and copyrighted by TamilNadu Government,
It will be nice to release them in Creative Commons license or Public
Domain License, with the source documents.
With the source documents we can create epub.mobi and other formats
for reading in mobiles/tablets/ebook readers.
I wrote to
schsec AT tn.gov.in, mdtntbc07 AT dataone.in, booksonline AT nic.in
regarding this.
Do you know whom to contact for this and request processes?
I don't think so, talking to a single person will do this. It should be
raised in assembly and has to be accepted. Last TN assembly i think had a
word about free software, but nothing happened. You can also see the word
open source and open standards in political manifesto of major political
parties.
I dont think doing commons licensing is possible now. It needs a bill to be
passed[1].
