[Ilugc] Multiple find and replace in a text file

I have a huge text file. example: huge-text.csv

I have to find and replace multiple strings example: strings.txt

cat strings.txt

one = {{ONE}}
PP = {{Public Park}}
ok = {{Okey}}



Like this this file has multiple pairs of strings to find and replace.
It has unicode strings also as tamil, telugu words to find and replace.

Is there any way to do this using  the GNU/Linux utilities?
