I guess you ca do this using the update policy. I found this in the Bind
ARM.
( grant | deny ) identity nametype name [ types ]
The last types should be equivalent to types of RR's that can be
updated. I haven't tried it before... so not really sure... If you try
please let us know about your test.

Is Transaction key must to grant the update permission in Bind server?
Using TSIG is highly recommended & No point in using IP address if you
need such fine grained access controls in update policy.
