[Ilugc] [OT] How do you estimate the cost and time required to complete a freelancing Git

A possibly off topic question to the freelancers on the lists. Given a set
of very high level requirements, how do you estimate the cost required to
complete it?

Let's say a basic CRUD website which requires login (with Oauth providers
like FB), creating some entities and logout. And a blog module in addition
to this. What would be your estimation to build this in rails/php?
