AFAIK, there is no tool avail to directly convert from MP3 to OGG.
Usual method is MP3 -> WAV -> OGG (see the example). In this method,
output quality will be reduced. For best result for convert the
original WAV file to OGG.
mpg123 my.mp3 -w - | oggenc -o my.ogg -
