May be. I used install all commands during installtion. You can very
well install this command from source. lsdev is part of the procinfo 
package.
 

Not present in the default FC4 config too. Installed the package 
procinfo. The package has two more utilities :
/usr/bin/procinfo
/usr/bin/socklist

May be you can have them in queue next for the One Day One Command.
