AFAIK, Apache license does not mandate that the source be released.

It depends on what you mean by contribution.
If you make changes to an existing code released under Apache license,
then, it will continue to be released under Apache license, and they
are not obliged to release the source code.

Yes. But, if yours is a new contribution to the project entirely under
GPLv3, then, they will need to release this source under GPLv3.
As mentioned earlier, IANAL. It will be good to have a discussion with
the respective project team members before you start contributing to
the project.
