Poor choice in design/tools. It is the limitation of the web
developer and the people who commission the developer to do the work.
How do you control the zillions of shops out there?
Most of the web developers have forgotten or are not aware of Tim Berner Lee.
Last week I went through the process of US visa application. The
entire process was flawless from signing up to filling up online forms
and submitting it for an interview [1]. BTW, all of the pages
served, had .aspx extension. I was not forced to use any specific
incarnate of IE and it did not complain about my desktop OS (Debian).
The owner of the site envisioned multiple browser, various desktop OS
and ensured that the web site development team did not put any
constraint on their "customers" to do business.
This concept is lost on many businesses who contract their application
development w/o much thought as to who is their customer.
[1] it was able to handle erroneous input without backend errors.
