CMU Sphinx is a Public Domain Software for Speech Recognition.
cmusphinx.sourceforge.net
If you are familiar with java you can work on this. Also it has some Python
bindings too .
The web page of CMU Sphinx gives good tutorials on how to build a Speech
Recognition system for your language.

freetts is an open source project for English. I am not sure whether it
supports Tamil (or any other language). It can be used with Java and if I
remember correctly with C also. sphinx is also a good one. Speech to text
is really an interesting project. All the best guys. If you know the basics
of Digital Signal Processing (DSP) and good in mathematics then this is
right for you.

Note: A lot of Indian names appears in
http://cmusphinx.sourceforge.net/wiki/research/. Indians are good in these
core technologies too :) :)
