You might find some commercial applications that
provide this.However the safest "system restore" would
be to have separate partitions [/usr , /home , /boot
], so that if something goes wrong you'll not be left
completely stranded. In this way you can backup the
important partitions (/usr ..).

You can just run tar and feather on any partition you want to back up and use 
a livecd to restore... ;)
