This error shows that you have not enabled telnet service .
go to /etc/xinet.d/ (or) run setup to enable the telnet (or) ssh what
ever you want...

You can enable telnet, but it could be better you can use ssh.
If you enable ssh, it has the following features
i) All the traffic is encrypted (means if any one has root or admin
passwords on their desktop and you don't have switch, but hubs only
password sniffing is easy.
ii) You can use for remote shell and copy
iii) It scales well. If you connect later to internet, you have good
habits of using ssh rather than telnet.
You need to use putty or ssh secureshell from RSA labs or winscp,
sshterm etc on your windows to connect ssh.
