[Ilugc] -bash: fork: Cannot allocate memory

Hi,

Why would I see the below errors on every other command, even though there
is memory and CPU available and also the number of open processes is only
about 700.

-bash: fork: Cannot allocate memory
-bash: fork: Cannot allocate memory
